Costumes are not mandatory, but highly, highly encouraged.
If you need some costume inspiration, come as "Sexy [Blank]" - meaning a sexy version of a popular theme. Or even as a sexier version of your everyday self, which can be as simple as no pants but wearing extra nice (or funny) underwear.
